Two ministers, BBMP in top 100 BWSSB defaulters’ list

Many important, powerful people in BWSSB’s top 100 defaulter list of Central 1 division, but these two names and their arrears stand out

Paying water and electricity bills come first on our to-do list. But according to a RTI document availed by a High Court advocate and social activist A R Shashikumar, 100 top defaulters from Central 1 subdivision owe Rs 3.12 crore in water bills to the Bangalore Water Supply and Sewerage Board (BWSSB).

And what does the water board do? Stop the supply of water? Think again.

The BWSSB authorities have not disconnected water supply to any of the alleged defaulters – government colleges, bungalows allotted to Cabinet ministers, Karnataka Judicial Academy and Bruhat Bengaluru Mahanagara Palike (BBMP) who have to pay arrears worth lakhs of rupees.

(If the common man had missed paying bills, BWSSB staff would disconnect the water supply and even if the dues were paid, it would be a herculean task to get the supply restored.)

According to the RTI document, the BWSSB authorities are still supplying water to the bungalows allotted to Jagadish Shettar and ‘Hon’ble Shri B Ramulu’ (according to the RTI document), despite their arrears amounting to lakhs of rupees.

For example, Jagadish Shettar’s (RR Number C-149249) pending water bills amount to Rs 15,85,026 (of which Rs 10,66,672 is the arrear) as on February 2, 2021 while Minister B Sriramulu’s (RR Number C-101317) pending bills amount to Rs 11,69,637 (arrears: Rs 928,298) . The BBMP Head Office (RR Number C=301529) has pending bills worth Rs 1,49,30,401.


The RTI document obtained by Shashikumar lists the following as defaulters – 12 Legislators’ Home (LH) Staff Quarters (RR Number C-143755, arrears Rs 35,16,461), Registrar General of Bangalore Central University (RR Number C-143756, arrears Rs 52,78,590), The Advocate Association (RR Number C-118435, arrears Rs 37,65,387), Karnataka Judicial Academy (C-143754, arrears Rs 4,35,554), KR Market (C-100836, arrears Rs 3,32,151), Chinraya Swamy Kalyana Mantap (C-350991, arrears Rs 2,56,523), Indira Canteen, Gandhinagar (C-114620, arrears Rs 2,00,872).


When contacted, BWSSB Assistant Chief Engineer Jayashankar said that the BBMP executive and assistant executive engineers have been assigned to collect the arrears from the consumers. “We are making all efforts to collect the arrears from the top 100 defaulters,’’ he said.

Meanwhile, Karnataka Judicial Academy Administrator Srinivas Gowda said that the Academy have never delayed or defaulted on paying water bills. “We have been paying the water bill every month. I don’t know how the BWSSB authorities have included the Karnataka Judicial Academy’s name into the list of top 100 defaulters,’’ said Srinivas Gowda.



Coming down heavily on the BWSSB authorities for not collecting arrears from the defaulters, A R Shashikumar said, “ The amount of arrears (from the top 100 defaulters) is more than Rs 3.12 crore. I think the amount of arrears in the entire Bengaluru city (other sub-divisions) may be crores of rupees. The BWSSB engineer has not provided a detailed list of defaulters and addresses,’’ said Shashikumar.

Minister Jagadish Shettar’s personal secretary Dhavaleshwar said that the BWSSB authorities would have given this information by mistake. “There is no chance that we have such huge arrears,” said Dhavaleshwar, adding that he would look into the matter and instruct the government authorities concerned to clear the arrears if there were any.
