BENGALURU: Bruhat Bengaluru Mahanagara Palike (BBMP) may have swung into action to demolish rajakaluve encroachments following Tuesday’s rainfall-induced flooding in the Mahadevpura zone, but the civic body has its task cut out as there are nearly 500 such encroachments waiting to be cleared.

According to a 2021 audit report on stormwater drain (SWD) management by the Comptroller and Auditor General of India (CAG), over 700 encroachments across the city were yet to be cleared. The report observed that most of the encroachment-removal drives were incomplete and BBMP’s claim in this regard cannot be taken at face value.

BBMP chief commissioner Tushar Giri Nath told TOI the civic body has been razing obstructions to water flow in SWDs and at present, there are nearly 500 encroachments still to be cleared. He said the urban local body has yet again taken up the task and soon all encroachments will be bulldozed.
Going by the BBMP chief’s statement, the civic body has managed to clear over 200 encroachments in one year.

The CAG report stated that out of the 2,626 stormwater drain encroachments identified, the civic body was yet to demolish 714.

However, the CAG suspected the veracity of the BBMP‘s claim about the number of encroachments it had cleared. “…It was observed during a joint inspection that one of the encroachments stated to have been removed continued to exist. The audit also observed that the evictions carried out were incomplete as only certain portions of the encroached buildings were razed and no further action was taken for improving the conditions of the drains,” the report said.

The CAG also recommended that BBMP put in place an adequate mechanism to conduct and document periodical inspection and maintenance of all categories of drains. On the other hand, the report stressed that between 2013 and 2017, the civic body had taken up 175 desilting works at a total cost of Rs 117 crore, but it furnished records of only 14 works, costing Rs 17.6 crore, for audit.
